HR822 is the National Right to Carry Act

HR822 is the news-making National Right To Carry Reciprocity Act of 2011 which could be the next important piece of legislation. Those with permits for legal concealed carry are paying much attention to this bill. People with permits travel with concern across state lines since it is so difficult to know the differences of laws in each state and local area. The act, if enacted, requires states to recognize issued permits from other states. Certain states known for their tight gun controls could be forced to reconsider their regulations.

We know that criminals have no such problem, since gun regulation only affects law-abiding citizens. HR822 is created to allow for reciprocity to be automatic across all 50 states. If passed into law, HR822 would require states to honor concealed carry permit holders visiting outside their home state. Concealed weapons are not visible so the whole question of law enforcement is difficult to estimate.



It is a very controversial act to some people. The Second Amendment of the United States Constitution has many people believing the carry of weapons is a right. In Congress, both parties are in major disagreement on how to proceed. Some of the major supporters of President Obama agree with his previous restrictive gun control stance, prior to the last election. In protecting yourself, it seems like the Second Amendment should rise above the others for attention.

Seemingly the Democrats have mostly avoided any highly public movement against gun ownership. There is a considerable faction within the Democrats who support and give favor to the NRA (National Rifle Association) which champions the private ownership of firearms. Loss of these Democrats, and especially Democratic Senators representing the Western states could cause a major embarrassment of the president. Democrats may wish to avoid taking a vote for which their own members do not support.

It is possible the Democrats in the Senate will try to pass the HR822 act late at night to avoid or minimize their loss of support from the liberal establishment. Failure to pass this act in some form will leave it on the talking points agenda of the Republican presidential candidate all through the election. Be certain that this subject will come back into public view during the election campaigns.
